Welcome to the eighth edition of the Pension Strategy Conference, Ghana’s premier thought-leadership platform for the pensions industry, proudly hosted by Axis Pension Trust.
Since its inception, the conference has served as a critical platform for dialogue, policy reflection and strategic engagement across the retirement savings ecosystem. Each year, it convenes trustees, regulators, fund managers, policymakers and industry leaders to shape the future of pensions in Ghana.

Conference Impact At A Glance
- The conference proposed a gradual increase in Tier 2 contributions to 10%. This is still awaiting regulatory action.
- It recommended redesigning investment guidelines to better manage inflation risk. This has been addressed in the new guidelines.
- It called for easier access to international markets for pension funds. The new guidelines now support this.
- The need to use pension assets to develop a mortgage market was raised. Action is still pending.
- The idea to set a minimum allocation to risk assets was proposed and has been addressed in the updated guidelines.
- The conference encouraged creating public-private partnerships for pension investments. This is yet to be implemented.
- Strategic asset allocation was highlighted in 2022, but no specific action has followed yet.
- In 2023, the event showcased alternative investment opportunities. Many schemes have since increased their allocations to alternatives.
- Regulatory reforms were advocated to enable pension funds to invest outside Ghana, in line with global best practices.
- Global best practices, particularly from Botswana, were spotlighted to inform discussions on improving governance and regulatory efficiency.
